Thanks goes to xda member spanish33 who has ported these themes to the resolution of 540x960 which fits the S4 mini's perfectly.
As of now there are only 6 themes available for you to download. Below are some sample images of what the recovery will look like once the theme has been applied.

Installation:
- Download your desired theme to your phone's storage or sdcard.
- Rename the file to ui.zip
- Move the file to the following directory: /sdcard0/TWRP/theme
- Reboot to TWRP Recovery and enjoy your new theme.
